The Chief , said he is on his own ...due to Budgets from the Mayor or he works alone because his partner just died from a non work releated injury or illness.. Try that

There's a few plausible scenarios I can envision, based on my experience in law enforcement. First, if there's a bunch of terrorist wreaking havoc, then it's realistic to think that all other officers are busy - and back up is not available. Also consider the time of day. Night shifts, in the early morning, usually don't have a lot of officers on duty. Another scenario is that the officer is either a macho type of guy who thinks he doesn't need back up or, as I used to do when the dispatcher would asked if I wanted back up, I would say, "Let me see what I've got when I get there.
An additional consideration. If he's been dispatched to a call, it would be reasonable for the dispatcher to ask for a status check. If this is something he comes on himself, he may not call it in, with all the adrenaline (though that's less likely).
