Find a stock image (look for film burn) or create one and mess around with blend modes until you achieve your desired effect.

Shoot film burn plates with a DLSR - take off the lens, and experiment with flashlights (not LED) and small tungsten lights.
Do the same with a lens, in the dark, for burns with more lens flare. Composite in Add or Screen mode.
This shot was done that way:

This was done by holding a plastic holga lens over the lens opening (T2i) and allowing light to leak in.

Create a solid layer over your photo in an AE comp and then apply a lens flare effects. Play with the variables in the flare effect and you can probably get what you want.

...except that everyone and their brother has used the same effect; get a black card and a bright light, and shoot your own flares. They'll look much more real. Try 'em with different lenses.
