It is a music video, the director is also the musician. I went and looked at his other stuff and it is REALLY good. I wonder what he shoots with, couldn't find it anywhere.

His name is Yoann Lemoine. He's a director and has done a lot of music videos, including Katy Perry. Like you said he does music as well. Seems that this is his debut song for his album.
