I've not done a lot of work using Avid's effects palette, so this may be a stupid question. Basically i am trying to achieve an image where there is a ghosting effect and almost a double image. How do i do this?

An easy way to do this is to duplicate the V1 track onto the V2 track and delay it by a few frames. The amount of delay is subjective and is dependent on how mich of the effect you want. Apply a superimposition to the V2 track and set layer opacity as needed for the effect. This can also be keyframed to bring the effect in and out. You can also apply filters to the supered image such as make it b&w, painterly, glow etc.
The delayed super will appear as any object moves and go away when it stops.
