Try stretching out cotton. It's the cheapest and safest way. I've also heard of production desingers using real spiders. Maybe its just a rumor. Or you can call me and I'll web up your set. ;)

We did once by using hot glue gun, if need to be waterproff.

If you do a web search on Halloween prop building you find lots of options. One I've seen is a "web sprayer" made from a small margerine tub and a large model airplain propeller -- the device is filled with rubber cement and attached to a drill to spread the webs.
