It's hard to find a festival you can join for free. You can take a look at indiemogul or indietalk. Maybe you'll be able to find something there.

Most festivals are businesses and even when they are not, they have bills to pay and it will cost something to send your film anyway. There is a list here:

One of the most famous festval in the world, The Cannes Film Fest in south France is free to enter a short under 15mm.
If you win there is no cash prize but the prestige would get you work.

I entered my film into Cannes but still have heard nothing. I know the press conference is on the 14th, but I was just wondering if I should have heard by now if I was in. Anyone have any experience in this?

Couch Fest Films used to be free but we got tired of losing bags of money. So, now, yes, we have a $10 submission fee which is completely refunded if your film is accepted. So, kind of free. Also, we have almost $2000 in prizes along with the intergalactically recognized clout of winning a Couch Fest Films award. Just saying..

My wife and I ran short film festival years ago with no entry fees, and in addition to hemorrhaging cash, we also got deluged with a high percentage of garbage entries. Our festival is now hosted by our city (www.tylerfilmfest.com) and we're taking the exact opposite approach. We are wanting to reach out to young film-makers, but we also want to be a first-class venue. By being a little bit exclusive, we've been able to attract major sponsors, put up first-rate prize money, and schedule some awesome breakout sessions. Yes, there is a non-refundable entry fee, which is making people think twice before entering. I was apposed to it initially, the city wouldn't budge, and I have come to see it as a very good thing.
