The 24p firmware exists. It's real.
According to yet another rumour, but this from a good source... the 24p update for the 5DM2 has been tested since the camera was a prototype but rolling shutter is such an issue in 24p that they have not yet felt good about releasing it.
This source also mentions that the next Digic processor (Digic V) will have a dedicated on-die video processor which elimiates aliasing and does a much better down-sample to 1080p. It supports 1080p at 60p but this is unlikely to get into a camera as 1080p 60p is not yet in any spec for video formats.
1D Mark IV may be first to have the Digic V processor.
Raw module for the 5D / 7D CF slot is 'doubtful'. Instead Canon will reserve the add on module for their 'upcoming' video line based on large format CMOS sensors.

Sounds like what Tim said -- no 24p on the 5D Mark II, no raw module, expect better on more-expensive products, and the 1D Mark IV sounds like it'll be the one that will actually deliver what we're all waiting for.
