There are a lot of old pulp stories that are either in the public domain or have unknown authors. Are adaptations allowed?

Public domain adaptations are allowed as long as you credit the original work on your title page.

Adaptations not in the public domain are fine as long as you get permission from the original writer and also give credit as well on your title page.

Is there anything specific in the rules to scripts that you've started in the past but never finished? Meaning, does every word have to be written between Nov 1 and Dec 10?

You can't use an existing draft of something that's sitting on a shelf, that includes partial drafts too.

However, you can use existing ideas you've got stashed away.
