It's safe. I use it all the time for Ebay purchases. Paypal is like a middle man in a transaction. The seller will never see your credit card number.

I have never had a problem with paypal, but many people have. I read some real horror stories about paypal before they were bought by ebay (usually from sellers who would get a "chargeback" and would then be out their money AND their product).
I use Paypal all the time, but I refuse to give them a bank account to attach to. They can use the credit card to pull funds, but no bank account (I seriously do not like the idea that they could siphon straight out of the bank account, without me knowing, and the next thing that happens is I'm bouncing checks... nononono).
I use it all the time, it is a *great* service, but do your homework and search for paypal horror stories so you're informed before you sign up.
