hey does anyone know what I can do about this tape that has pulsing glitches, but it does not seem to be at the same place all the time?

is there such a thing as defective tape? and is there a repair for it? like changing the cover to another tape? I think I can save the footage if anything.. It looks as if the tape is misaligned when at playback..

does this make any sense to anyone?
