Yes, if TV Screen is set to ON, you'll see the info on the external monitor, if OFF, you obviously won't. You can also press the DISPLAY button on the camera to toggle the info that is visible on...

Back dial is aperture, top dial is shutter, and you can set ISO manually or set it to automatic. In Tv and Av, the camera goes back to auto ISO when using live view.

Make sure the ON/OFF switch is all the way up to the little line that enables the back dial. It sounds like you just have it in the ON position, which locks the back dial out.
