they are (ridiculously) different standards. A lot of DVD players supposedly play both, but usually there are problems.... -

Shutter speed is how long the "shutter" is open for. As in, how long each frame is sampled for. as in not adding more frames, but adding or removing TIME from the EXPOSURE.
