Is it possible to have a 3D layer pass behind another 3D payer and finally pass in fron of said layer?

I would split the layer (control,shift,d) at the point where it is not in front of or behind. And put that split layer on top instead of under it. Just make sure you do the movements first, or set a keyframe on the first frame after you split the layer. So it seems to be a seemless motion.

If you alter it's position on the z axis, then sure. You need only alter it by very small amount, depending on how close it is to begin with. You could also use masks.

Could you describe in a little more detail what you are wanting? Are you using 3D space for shadows, depth of field, or things of that nature?

It's a layer with 3D animated text (from a 3D app) that I want to have a couple of light streaks circling. The light streaks will be made with Trapcode Particular and do not need to affect the other layer with the type (i.e. light cast on the object or shadows etc.).

I don't think you will have any problem. I don't know if both layers will have to be 3D, but the light streaks in Particular will certainly do what you want, provided you put them where they need be on the Z axis.

You may have to use a little masking when they go behind the text, but that should not prove difficult. And depending on whether or not you have an Alpha channel in your 3D render, you may be able to use it when the trail goes behind, and ignore it when the trail goes in front, much like kdawg suggested.

If you want the Particles of Particular to go behind/in front, you'll need to define a 3D layer as an "Obscuration Layer" to do this.
