The full version of Sony has a 24p template...and I'm wondering...is it worth paying $400...if Sony Movie studio has 30p NTSC...if I just shoot in 30p and there's a setting for 30p NTSC, will I run into issues, or MUST I switch to vegas 7 full. Looking for a cheap solution. Thanks.

I don't think it's a good idea to compromise your final image to fit your tools. If what you really want is to work in true progressive 24p, then you should work with tools which will allow you to do it. Yeah, it's more expensive, but if gets you what you want, you'll be happier later.
30p isn't the same as 24p. You bought the DVX because it does 24p, right? What's worse, paying a little more to be able to edit 24p, or never actualy using the feature you bought a $3000 camera to have?
Up to you, but give it some thought.

Also wondering if the template is just a group of settings that I can set myself in sony movie studio....or can I at least get close using 30p.

It's more than just a template. It's internal engineering allowing for a 23.976 frame rate and pulldown removal on the timeline.
If you shoot 30p, you won't be able to convert it to 24p without severe compromises (bad strobing; ghosting around moving objects), and in Movie Studio or Pinnacle Studio, you can't make the conversion at all.

I mean in the investment in the full version.
