CPU speed!
First thing to decide is: PC or Mac.
If PC, you'll have to decide Intel or AMD. Both have decent offerings.
Then what to get: really though, if it's DV you want to edit, you probably can't find ANY computer nowadays that CAN'T edit it. I think my first NLE ran on an AMD K6-3 450 MHz - worked perfectly fine.
Video card isn't even that important for the NLE, but for gaming it will be.
Look for good connections, i.e. firewire, USB 2, etc. look for good cooling. Look for decent hard drive bays (two or more).
(side note: if you choose a PC, you'll have to decide what OS. MS' latest offering VISTA is probably a bit of resources hog, and not all programs/hradware will like it. You might be better off still to go WinXP pro, or even Win2000 pro.)

If you want to do any type of gaming, Go PC.
I would get somthing like this
Intel C2D @ around 2GHZ
2GB ram
Nvidia 8800GTX (Or GTS Whatever fits your budget)
A few SATA Drives.

Or you could save a whole boatload of cash and go with a 7x00-series graphics card. :) Still enough horsepower to play anything currently out there, but it won't be fully DirectX-10 compatible when some of the new Vista/DX10-only games like Halo 2 for PC start coming out...
