I've noticed from various HVX/DVX films that in some shots the motion/movements seem to be very filmlike and smooth while others seem to be very video and have this trailing-like aesthetic to it... why is that? I've noticed this in both fast and slow movements.
Is this only contributed to the filmmakers' choice of shutter speeds or is 24P naturally like that sometimes? But then that does not explain why it is sometimes trailing and sometimes not.

Mainly a function of frame rate. In the days of celluloid, there were hard and fast rules about how fast you could pan due to the 24fps speed. Exceed that and the pan looks bad. Not a real issue at 30fps, so most of the video you are seeing a problem with is 24fps. Of course, amount of light and shutter speed is also a factor.

What are some ways I could prevent the trailing effect from happening? I am always looking to get a better filmlike quality and I don't know why it's constantly happening.

On pans, with the shutter speed at default and at 24 fps, pick an object entering the frame and count to seven before it leaves the frame -- or you are panning too fast. If it occurs on an object in motion, then slowing the shutter speed to increase motion blur might help.
Barry's books explain this, and have the charge cinematographers use to time motion across the screen for 24p.
