I shoot wedding and educational videos, mainly as a hobby. Everything goes to DVD. I am looking for better image quality than 1 CCD cameras. Will I see image quality improvements in DVDs with the 100b and hvx200 vs the DVC30? What is the best bang for the buck considering my circumstances? Getting the best cost/benefit ratio is my primary concern. Any comments will be greatly appreciated.

Any of these cams will be better than most 1CCD cams. The DVC30 is the most basic. DVX100B will add progressive and 24p capabilities. On a DVD, the difference between HVX and DVX won't be very apparant, if at all. However, the HVX base model is a good choice, because you can shoot SD to tape now, and expand to HD on P2 cards at a later date.
