Okay, you're going to have to explain a bit more.

I'm assuming you mean how to acheive "bullet time" without doing it the way they did in the matrix.

Well it all depends on the shot you need and what you have at your disposal. A PC doesn't have much. A PC doesn't even have a good editing program. Ew, Windows Move Maker...

So what programs do you have to work with, if any?

What's the camera? Can you shoot at 60fps or more?

Info like this is vital.

There are ways to do something like it. I've seen. But you'd need some sort of effects program to pull it off. I think it has something to do with filming the same action over and over and over and over again from different angles and then morphing it all together.

If you have slow mo you can use a stabilizer or dolley and just go around the subject very fast.

No. The PC does have a good editing programme - adobe premiere is decent imo, and that's what i use. As for the bullet time shot, i forgot the link but i remember seeing this topic posted somewhere. Basically these guys did a diy version by using a canon GL2 which they attached to a rotating pole, and they swung it aruond as fast as they could around the action. Its pretty dangerous for the camera though...

I guess I wasn't clear. I was trying to say that all he said he had was a PC. He didn't say he had any programs for it. Although I prefer FCP, Premiere is a good editing program. I use it as well. However if he doesn't have the program, or other programs, a simple PC won't do the trick because all it has is Windows Movie Maker. That was the point I was trying to make.

Yeah, I remember that. I beleive it was Ryan Weiber that did it (from ryan vs dorkman). However I can't seem to find it anywhere. It's kind of a dangerous way to do it though. You're basically throwing your expensive camera around on an axis.

But there is another tutorial, using morphing, like the one I mentioned.

This look like it:

Here's also a way to create the bullet:

I just found those using google. Try using google, you'll find a lot more.
