What version of After Effects? Also, pro or standard?

I'm not sure what version of After Effects you have, but the Cycore (?) effects plugins that came on your disc contain a CCBubbles effect (under the effect--->simulation menu). Not too realistic, but if you're going for a virtual fish tank look, maybe that would work.

Any ideas/tips on adding that reflective light that water makes on the bottom of the ocean?

That's called Caustics and there is an effect in AE that does that as well...render intensive if I remember right, but worth a shot. I haven't used it in a long time but I think it would work.

hey would the cycore plug-ins come on the 6.5 installation disc or the AE7 upgrade disc? I could never find them!

They're on the 6.5 install disc as a seperate installer, just like Keylight and Color Finesses.

Create a bubble in PS (transparency and all), then use it as a particle in Particular. Emitter size as wide as you need it and negative gravity value
