What exactly is being used to create the light streaks coming off all lit objects?

I know there are a ton of AE effects that can create this but what is the best one to imitate this look? Is it some sort of streak effect where you amp up all of the lights?

It kinda looks like Velvet Matter (radiance) for vegas a little bit.

If you copy the video to an extra layer and use levels and some masks to isolate the flares, a directional blur would let you create the streaks. Set the layer mode to screen, add or lighten and you're good to go.

Check out StarGlow. It's industry standard for only 99 bucks. Get it.

Check out my video on my website for BETZEFER "EARLY GRAVE" I used some starglow in there...might give you a sense of what it is capable of. My only concern is the Switchfoot vid you linked us to, it looks like the flares are really pointed at specific obejcts. STARGLOW would of given that effect to anything that is of lightness...So like the singer's face would have the efect too...STARGLOW is well worth it though by far. I find myself using it for small details all the time.

A good plug-in for flares is Knoll Light Factory from Red Giant, straight from the master, John Knoll himself.
