Are you talking about the buildings? They're just popping up from the bottom of the frame, the moving back down slightly to create a bounce, then back up into their final position. After Effects would handle this type of effect easily, but it could be done in Premiere.
Just place an object on the bottom of your comp off frame. set a keyframe, move forward maybe a half second, move the object up to where you want it, set a keyframe. Then move forward a few frames and lower the object slightly, set a keyframe, this is giving the bounce effect. Then forward a few frames, move the object back up, and set the last keyframe. You can move the keyframes to adjust how fast the objects grow, maybe even increase the scale of the object for an added effect. Repeat for each object. Hope this helps.

Similar to Sacksnacks technique:
1. Place the object in it's final resting place.
2. Use the pan behind tool to move the anchor point to the bottom of the frame
3. Advance 10 frames (shift pg down)
4. Turn on scale key frames (a key frame will automatically be set)
5. Back up 3 frames and increase the scale about 20%
6. Go to the start of the clip and reduce the scale to 0
7. RAM preview any enjoy your bouncy building
