How do you accomplish the jello-y shake transition in this clip. Masked Turbulence??

Which "jello-y shake" transition. Give us the exact time where it happens. (i.e. 1:27)

It happens throughout the video. It is being used as the transition between scenes. It does happen at 1:27 and 2:12, 2:32, 2:36 and so on...

looks like they use masking and either the wiggler with another effect (possibly a warp or turbulent) and opacity to fade between the transitions of course...

I really like the way it looks and i´m wondering how to imitate it for a short clip thing i´m doing. My question is, are transitions in AE or PREMIERE editable or what would be a step by step way to do this

It looks more like Flame then After Effects. It also appears that they green screened some of the foreground elements and applied different transitions to each.
