For the sake of motion tracking, I need to shoot something with the shudder at 1/500th of a second or so...but I want the footage to look as though it were shot with a 1/48th (180º) shutter. Is there any way to do this? There will be a lot of camera movement and motion....

AE's motion blur only affects layers that are moving. It sounds like you're looking for adding motion blur to the footage within a stationary layer. I don't know how to handle that with AE's standard fx. Revision FX makes a plug that can handle the task.
