Effect help

Hello, my name is Jake, I'm new to after effects. I have after effects 7.0 I'm sorry to make my first post here a request for help but the problem that I'm having is that I can't find 'write-on' in my effects list.
I saw it in this tutorial

Is it a plug-in? Or is it not included in after effects 7?
