Are we supposed to make a promo poster for the film we're submitting?
Also, can I post my film online in other places as long as I post NO LINKS TO DVXUSER.COM OR THE CONTEST?

I don't believe you can post your film on any other site in the duration of this
contest, I think that's the rule.
About the poster, if you want to market your film, you need some type of hype.
A poster is a good start.

Market your film to who? Who are the judges for this fest, ie; is the winner picked by the members or the moderators?

bluegrey - market to DVXUsers. Not everyone watches every film - so if you can generate a lot of excitement to your film before it's online, then you're guaranteed to get more viewers, and therefore, more voters. Make a sweet poster.
The viewers vote, the results are counted, and then the winners are posted.

You cannot promote outside of dvxuser.com until the festival is over. You cannot show any footage of your film until the films all go online and the voting process begins. You can show stills.
The voters are fellow dvxuser members. The idea is to generate interest in your thread; in your film.

That's cool thanks. Unfortunately I'm a filmmaker not a poster designer. Who wants to market and promote for me ....... just kidding :)

but if I don't post any links or reference to this outside site on dvxuser and I don't post any links to dvxuser on this outside site then I don't see why it would matter.
From what I understand we're not allowed to promote outside of the site because the voting is supposed to be member only and they don't want an unfair advantage for people.
If people look at my movie on the outside site but I don't tell them anything about dvxuser.com then I don't see how that affects anything.

DVXuser Drama-Fest Short Film Festival
Rules
All films must be no longer than 6 minutes including credits.
The festival category is Dramatic Narrative (see Wikipedia definition of Dramatic film). The major judging criteria will be the development of a strong narrative with believable characters. The central character of all films must be named Eric or Erica.
All films must be shot on either the DVX or the HVX to be eligible for prizes. Other cameras are welcome for demonstration.
All films must be "R" rated or lower. Our "R" rating is pretty loose and it’s a hard R. “In the opinion of the Rating Board, this film definitely contains some adult material. Parents are strongly urged to find out more about this film before they allow their children to accompany them. An R-rated film may include strong language, violence, nudity, drug abuse, other elements, or a combination of the above, so parents are counseled in advance to take this advisory rating very seriously.”
All filmmakers agree to grant DVXuser.com and its agents non-exclusive rights for their films to appear on a potential Drama-Fest DVD or for DVXuser-sanctioned public screenings. Deliverables must be formatted as16:9 or 2:35 anamorphic in the requested file format.
Contest open to every country and films may be in any language. Non-English films must have English subtitles.
All films must be made between November 1, 2006 and January 31, 2007 and must not have been publicly screened prior to entry. The entry deadline is January 31, 2007 and no films or revisions to films will be accepted after this date. Entry instructions will be posted closer to the deadline.
Films may only be promoted on DVXuser.com before screening and no actual footage from films may be screened prior to the DVXuser screening. No promotion on external web sites is allowed until after the screening has been completed.
Films may be entered in other festivals as long as they aren’t screened prior to January 31, 2007.
No entry fee
