assuming someone only makes progressive DVDs, not going to film, would it be better to use the PAL 25p (higher vertical resolution) ?

Well if its the PAL market, then 25P is a good idea. If its NTSC market its not as good idea. If its for both markets I prefer a PAL master.
1. Its gonna be better to downsize 576 to 480 instead of upsize 480 to 576.
2. its not harder to go from 25p to 23,976 then the other way.
and correct me if im wrong PAL DV is 4:2:0 same as NTSC DVD? Instead of NTSC DV 4:1:1
But if you live in NTSC land as i guess canada is, go with NTSC in 24pa and dont worry about any potential international market solutions. 24pa will work fine.

Basically, that's what I'd say too. Everything you've said is right, Movie Swede.
If you need both a PAL *and* NTSC version, shoot in PAL. But if you're only ending up on one of them, then shoot in that one.
