compression artifacts noise appears blocky

Is this normal. I bring it up because it was broght up from my previous post. And analyzing my footage i noticed this problem as well. My footage when in dark looks slightly ugly. I viewed it on a friends cc monitor and it looks kind of better. But you can still see the compression artifacts. This is before burning it on dvd studio pro. Which i compress with the best birate. I describe it a subtle tetris compression. Loving the HD quality image, hating the HD quality problems.

Is I rent the MARSHAL MONITOR will i be able to analyze these kind of problems beforehand?

I was told by someone its the price to pay for hd. Although i agree it doesnt make the image look good.
