What do you mean it "overlays"?

You typically need to lower the volume on music significantly when you want dialogue or a VO.

What I mean is.. If I lay a music track down in vegas, then create another Audio track, and record VO on the new track, the music from the track above will get recorded onto the VO. If I then Delete the Music track and just leave the VO track, you can hear the music ontop of the VO track. If I deslect the music track while I record the VO, you won't hear the music when it's played back.

Assuming you're not talking about getting bleed into the mic' from speakers or headphones...have you checked your input on your VO track? Make sure the incoming signal is set to only the mic' input.

If you are recording your VO directly to the Vegas timeline, de-activate the music track while you are doing so. Also, add an audio bus (in the audio meters panel)so that your music track can be adjusted independently from the VO.
Hope this helps.

A bus doesn't really do anything for you when you only have two tracks. They can just be adjusted independently.
