Is it possible to use a video scaler to up-convert progressive scan DV to HD for the purpose of saving in a HD format? Here is a link to AVTool they make a scaler. http://www.avtoolbox.com/upconpage.shtml

You certainly can scale DV to any size that you want. Most NLE's will let you do it, but you might also check out programs like Photozoom Pro which allow for better up-sampling. There are some threads around here that talk about that more thouroghly.

There was a guy on DVinfo who shot double 16:9 for the purpose of going to HD with minimal image degradation. He shot using a 16:9 adaptor as well as using the 16:9 mode of the DVX.
By doing this because of the way the resolutions in HD are (can't remember if he went to 720 or 1080), all he had to do was stretch his picture horizontally giving him a 2.35:1 frame picture in HD.
So by shooting double 16:9 he eliminated the need to stretch the picture vertically as well when uprezzing to HD.
Apparently the results were superb. Martin Munthe was his name I believe.
