I cant seem to figure this out, im sure its easy to make a clip in slow motion I just change the playback rate which isnt what I am looking for, help?

You can either right click on the video clip and add a velocity and play with the percentage or you can press/hold control and drag the end of the clip and make it wider.

Or just have your actors move really slowly in the scene.

Actually thats a method that actually work in some situations.
If it just human movement. They can move a bit slower than usual. Then slow down the clip and you will have working slow motion.

another cool trick that is awesome when shooting music videos, is to speed up the music, and have them sing at a much faster rate, but move normally.
Then when you slow that down where the music is normal rate, you get this effect where the lipsync is dead on, but the movements have slowed down drastically. Very surreal.
Playing with the velocity envelope is a lot of fun. It was frustrating at first because it moves the scene around as you slow it down and speed it up, but when you learn how to widen the clip or shorten it to get the scene you are looking for, you can do some really cool things.
