My friends bought 4 DVD in Europe and they are PAL. Is there a way to watch them?

Probably on your computer - or in a PAL country!

You have several problems. This isn't a DVD forum ;), so further questions may be better posted elsewhere, but...
1) Does your DVD player play and output PAL. Some do, some don't.
2) Does your TV display PAL. Most modern TVs do, but check the specs.
3) Is your DVD player capable of multi-region playback? Can the region be switched by a factory setting on the remote, or does it need a hardware modification?
4) All modern computer DVD drives will play it, but will be DVD region limited. After about 5 changes of DVD region, the region is locked and you will only be able to play DVDs from that Region. Some computer DVD drives are "hackable" in that you can find modified firmware which disables the Region protection. Flash your firmware at your own risk. It invalidates your warranty, may not work, and if you don't know what you are doing, you may make your drive inoperable.
There is a brilliant freeware software application called "Remote Selector" which works with most current drives with the current latest WinDVD software DVD player but only older versions of PowerDVD. It bypasses the Region checking and doesn't require you to modify your drive at all. Unfortunately it is no longer being updated or supported by it's developer, so as time goes by it will probably stop working with newer hardware and software.

I am spanish, and i bought a lot of DVD (DVX book of course) in NTSC format, my DVD player (two samsung, one whith five years old) read the DVD perfectly. Generally the DVD players are multiregion and work, try it, you should watch the PAL DVD.
I have a Toshiba 4900 DVD player(from Best Buy $90), and so far it's played everything I've thrown at it including PAL conversion hottness, and multiple different region discs. I also have a Cyberhome 300 ($20 Target/Bestbuy) that will also play most but picture is visibly sucky.
