If this makes sense...

How would i go about getting that "VIDEO" look? For example taking a clip and making horizontal lines through it. Sort of like a stereotype of what a survaillance camera looks like. Basically lines (with a blue-ish tone of course). Is there a preset filter in AE for this (the lines)?

Thanks

For the interlaced look:
In the compdrop the video layer, duplicate it (Ctrl+D), on the top one apply the Transitions | Venetian Blinds filter with settings:
Transition Completance: 40%
Direction: +90 degrees
Width: 40

Than change this layer mode to Screen.
Then with an adjustment layer CC it to your likening.

Also check this tutorial out (http://www.creativecow.net/show.php?page=/articles/rabinowitz_aharon/old_tv/index.html). You may be able to use some of it anyway.

Or make an 720X960 pic in photoshop with 1 or 2 pixle wide horizontal black lines on a white backdrop. Then you can move it up and down in AE and shift the lines. That's what I do.

Or, take this file:

http://www.paramm.com/scan.zip

Download it, unzip it and use the file sequence. When you open the file sequence in AE, make sure you tell AE it's a sequence and not just a still, and then when thatts opened in the project window, right click on it go to interperet footage and tell it to loop as many times as you want or need. It's a 31 frame loop. Then bring it into your timeline and set to screen/add or invert it and set it to multiply/liner burn
