It's a world standard camera shooting variable frame rates. In HD there is no PAL nor NTSC. But you'll be able to shoot:

23.98fps, 24fps, 25fps, 29.97fps, 30fps, 50fps, 59.94fps & 60fps. Thus making it totally compatible with the HD formats being adopted in both PAL and NTSC territories.

Basically, YES. Why wouldn't we?? :-)

....but the HVX comes in either PAL or NTSC.. as far as I understand.

Those other cams you mention also shoot SD, hence the PAL/NTSC options.

EDIT, just to elaborate:
PAL and NTSC are SD formats, not HD. And PAL [SD!] and NTSC [SD!] are VERY different!
Once you go HD, yes, UNFORTUNATELY the PAL and NTSC countries couldn't agree on a STANDARD format (the bloody losers!), so we STILL have a [somewhat] separate/different format. At least now they ARE MUCH CLOSER in similarities than before. The RED cam, as per Graeme's post, offers VARIABLE frame rates, so the RED cam will have the ability to conform to HD standards that PAL countries AND NTSC countries adopted.

(Side note: Panasonic with the HVX decided obviously still to go two separate ways, one model PAL, the other NTSC, and they decided NOT to include the framerate of the opposing format even in HD. One could argue that that wasn't very nice on their behalf; but I am just happy that they made the cam in the first place! :))

EDIT EDIT:
By the way, Panasonic has seen "the light" and starting with the HDX900 they WILL offer HD framerates that are used in PAL AND NTSC countries. Maybe a future incarnation of the HVX will have this ability also...we hope...

.. then with the HVX 720/25pn settings... are those HD settings or PAL settings?

Those are HD settings that PAL (and SÉCAM) countries adopted.

PAL and NTSC refer to analogue SD video. They have no technical meaning in digital HD video at all, but are still used to refer to the HD formats adopted in the countries that are PAL or NTSC.

1) There is more PAL in the world than NTSC
2) In a well thought out camera design, especially one that's not going to tape, there's no reason why you can't make it compatible, very easily, with both "PAL" and "NTSC" frame rates.
3) It's even easier than that if you've got multiple variable frame rates as a standard option

So, as to why other cameras charge you more for the privilidge or make you buy two cameras, only they can answer. All I can tell you about RED is it's a world camera, for users all over the world, no matter what format you want to shoot.

One would think, eh? :-P

And I sincerly hope that red will have both PAL and NTSC aswell - at least as monitoring outputs. Most HD cameras have built in downconverters for monitoring, I can't imagine that RED wouldn't. so lets see a selectable output on there too.

As well as proper 50 and 60hz HD support.

You've got HD-SDI that supports all "standard" frame rates.

No composite?

- Rather key for a general monitoring feed, esp if transmitting. Composite is easy to send out to Video Village, Audio recorder, Director's handset, etc..

No analogue on camera at all.

Ouch. That's a BIG lack of connections in my oppinion.

SD-SDI?

Big Ouch indeed. How about an pluggable extension card for the cam with analogue outputs?

hey, take a picolink and ready. You cannot have all, though it would be nice.
but HD-SD conversion (like in Kona-out ; ) would be good. Simple integrated design meanwhile.
