How do you take those types of pictures with the motion blur of the lights? Sorry for my ignorance

A very slow shutter speed is a good start.

1st curtain or 2nd curtain flash sync... 1/8+ shutter.

Depends on the look you wanted... car is clear when the flash fires... if the lights keep going then the shutter was open after the flash fires... like you see above.
