Sorry if this question has been here asked before, but I did a quick search and nothing returned.

Can 60p be used for smooth slow-motion video if opened in 24p editing and reduced to 24 frames per second?

Simply...Yes. You can actually record at a number of different framerates at 720P and import them directly as 24. You can also see the speed effects right away right after you shoot them if you shoot 720P 24P native.
