How to?
I export via QT conversion from FCP>Change aspect in PS> Try to export as jpeg and 16:9 aspect doent hold.
How to convert to 16:9 in PS...not just for in PS display

Pixel Aspect Ratio. I dunno if PS can have the aspect ratio for 16x9, but it has .9 for regular DV. You could always create a simple shape like a square or a circle in you NLE, export as a .jpg, create a photoshop document to match.

A JPEG isn't going to retain any pixel aspect ratio other than square.
You want it 16:9 anamorphic?
You need to crop the JPEGS to 16:9, then vertically scale them back up. Then when you create the video from these stills, and bring it back in to FCP, check it off as anamorphic.
If you don't want anamorphic, then just matte the JPEGS in Photoshop.
