CPU Usage

I don't know if this is the appropriate place to ask this but, I'll give it a try...

I've been watching the performance indicators in the Windows Task Manager and see that when rendering in Premiere 2.0 it's not taking full advantage of the two processors on my system (dual 2.8 Opterons). It typically hovers around 50%.
Is this correct or should it be using more. At the time of rendering no other processes were using the CPU. Is there a setting somewhere to allow 100% usage of the CPU's, if availalble of course.

in task manager you can set an application to run in "realtime" whihc basically treats that application with a higher priority deticated more cpu power to it. THe computer is never going to allow 100% to be used for prmeiere though becasue it needs the cpu for the operating system or else everything would freeze

That s good info to know, I'll try that.
Let me ask you one thing on that. I notice that I have to go into Task Manager every time I open Premiere and make this change. Is there a way to make this setting permanent?
