Okay, I have no clue so I'm asking you guys. If I have an ntsc Hvx, and I record HD on it. How do i convert HD to pal?

PAL/NTSC are broadcast formats, not capture formats like HD - so there's not really a difference between NTSC HVX DVCPROHD and PAL HVX DVCPROHD (although it's worth thinking about framerates when you know your export format).
Basically, in your NLE just set down a PAL timeline (e.g. in FCP = DV PAL), copy and paste all your footage out and then render.
PAL resolution (like NTSC) is much, much less than HD - so you'll lose quality comparatively, but you'll still have pretty sexy looking footage.
