If I shoot some HD and bring it into my SD timeline it will enable me to do better NLE pan and zooms of the HD because its higher rez?

Pan and Zoom is not something common with video, but with stills. One benefit of shooting HD and editing in SD is re-framing. If you have 720 lines to fit into 480 then you have some elbow room to play with. Of course zooming in and out can lend itself to some slylish creativity if that's the look you seeking so yes, you do have better choices with that.
