I'm not sure what you are meaning. If you mean you want both images to be on one layer, put one on a new layer above the other, use a Layer Mask to isolate the part of that image you want to keep and then merge the layers.

Select the correct Layer and/or Image
http://www.arson-network.org/tutorials/ref3.jpg
Use the Marquee Tool to select the area you want

Select Control (C) opy
Goto the other Image / Layer
Select Control (V) Paste

Was it because you were not doing the above ?
(selecting the correct Layer?)

ok, so my problem is that i have two images, but both of these images are in separate windows.

how do i make both of these images into one window? i don't know if i can explain this any better.
also, i'm trying to resize a pic so it can fit into the other pic, but every time i paste (no matter if i resize it), it always blows up the pic i copied to it's original size! what am i doing wrong?

Either Merge or Flatten Layers
Goto Top and Select LAYER and then go to Bottom:
-
To resize
Press Ctrl T
(Holding Shift to keep Scale same)
or goto IMAGE and then Image Size.
(It'll get easier)

Thanks John for the help. I'm getting the hang of it for now, now to learn the other 99% of the program!

Your wise man is a badass. Thanks for the links. The image I was trying to do is now in the cafe in the photoshop thread. Check it out, hehe.
