Most DVD authoring programs will export Region 0 by default.

If you are burning a DVD, it will be region 0 (or is it just regionless?). There is no way around this. Burning yeilds a region 0 disc, no matter what software or burner you use.
Of course, pressing discs is another matter entirely.

There's no particular reason for a home-burned DVD to have a region restriction.
