creating noise and screen rolls

I have to make my footage look like its going backwards and add some rolls of distortion. for example when the TV sst gets bad frequancy.

Anyone have an idea on how I would go about this on AE 6.5 pro ?
I was going to render out a comp in Ppro 1.5 where I could reverse the speed and add some a noise filter and a bit of distortion.

I'm not sure exactly what you want the effect to look like, but I would take a solid layer in photoshop and create a halftone pattern across it and then put that into AE and fool around with animating this and noise and see what happens. Just a thought off the top of my head.

there are several types of noise in AE, try one of them, and I know that I have used the rolling effect in ppro
