Hoping someone can tell me how to do a low budget matrix style effect. any suggestion would be appreciated. Thank you.

there are many different effects in The Matrix so you'll have to be a big more specific. Are you talking around bullet time? Or the crazy fight scenes? or the numerous Agent Smiths? because i doubt you could do most of those effects on a low budget.

assuming you mean the bullet time effect (which was done wayyyyyyyy before the matrix movies!!!! - on crappy holiday adverts!)

you will need a load of cameras. setting up still cameras will be very difficult and time consuming for low budget. an array of cheapy dv cameras, hand helds all set to the same ratio etc can work. try getting hold of abotu 30-50 cheap handycams and setting them all running.
it will take a while to capture the right clips of and line them all up, but it does work pretty well.
to smooth things out even more/create additional frames - try running your jumpy sequence though realviz re-timer. this can create new 'inbetween' frames by looking at teh previous and next frames - therefore kinda smoothing it out.
finally, run it though a 1-2 point stabilizer - like the one in combustion.
