In HDV mode, no device other than the XLH1 can work with 24f mode.
In DV mode, any DV device should be compatible. But in HDV mode, the Canon is a unique product that records its own format -- no other HDV (or any other) tape deck can play back Canon 24F or 30F. Its 60i is compatible with the Sony gear, but its 24F and 30F are incompatible with anything other than an XLH1.

Why not?
Also, at DV resolution, can we say it is true progressive?
Does it have HDV-DV conversion?
Thanks

Why not? As in, why does no deck work with it? Because Canon invented their own format, and Canon doesn't make decks. And the only people that do make decks are Canon's competitors, who are certainly in no rush to go supporting a Canon proprietary format.
I haven't seen its DV resolution, but I would doubt that anyone would be able to tell the difference between it and true progressive.
And I don't know if it has downconversion.

Thanks barry.
My question was this:
Is the 30p carried in a 1080 60i HDV signal? or is it a "completely new" developed format by canon.

New format, it's recorded as 30p progressive I believe. Could be wrong on that, but I think it's actually recorded as 30p, not as carried within 60i.

Yes, indeed the frame modes (in HDV mode) are recorded to tape as progressive and without any type of pulldown. So 30F is recorded as 30P directly on tape and 24F as 24P directly onto tape (hence why it only works currently in the XL-H1 itself and not any other deck).
I emailed Canon recently about any news on an upcoming deck to support their frame modes, but they couldn't comment on any new products at this time :(

Is there any editing system to natively support the Canon 24F mode?

One thing I think might actually solve the deck issue is hard drive acquisition. If the HVX can't have a deck and yet be functional, why not shoot HDV to tape for archival reasons, but acquire simultaneously to an HDV compatible Firestore or CitiDisk, or even to Console or HDVrack software? If you're going to always acquire in the MPEG2 format regardless of the option of SDI, why worry about the wear and tear on the camera and just go hard disk based? It makes the camera a lot like the HVX with instant access to footage.
There'll be decks someday, but why worry about it? So many of the HVX people rave about the virtues of tapeless acquisition...why not make the H1 work the same way? I know that's the way I plan to go--hard drive for general use, and SDI for specialized shoots like greenscreen, etc.

Yes, the H1 has downconversion, but it isn't necessarily the best way to do it. I've used Compressor to downconvert 24F 1080 material into DVCPRO 50 and it looks incredibly good.

Hy Elton,
How are you bringing the 24F footage into compressor? I've tried bringing in the raw .m2t file, but it doesn't let me ...

I bring it in as either DVCPRO HD or MPEG2 M2V or AIC files. Usually DVCPRO HD though.
