I think your question would be better phrased as follows:

"...which would be better for CAPTURING 24pa footage".

The answer is that there are no fundamental differences in capturing NTSC footage regardless of how it is shot (60i, 30p, 24p or 24pa) as they all "look like" 60i as far as the DV stream is concerned (all can be carried within a 60i stream). The difference is when you go to work with it in your NLE, there the term "importing" would apply.

If you are asking which I would rather have in the field, then it would be DV Rack by a considerable margin. It is not only a great way to go tapeless, but it has a wealth of tools included. I would rate this as one of the best programs out there.

I like Premiere as well, its a great NLE, but no substitute for DV Rack when it comes to shooting.
