I love exporting files out of premiere as a filmstrip file, it will create one big canvas out of all your frames at fully res. Then apply your favorite photoshop filters...mmm diffuse glow. Only problem is that you cant keyframe. Opening the file ans saving it take s while also so limit to about 10 seconds depending on your CPU

Or, in addition to your finished filmstrip, simply retain an original copy and use an Editor to keyframe things like opacity, allowing you the dynamics of both.
