This is done in Adobe After Effects, or a similar program.

The pictures all moving in will be the easy part...having them form an image when finished requires a whole additional piece of software. Maybe it could be 'simulated'.

Go to these sites and search their kajillions of downloadable After Effects templates. Among the hundreds there will probably be one that comes very very close.
I don't know if you know how to use After Effects, but these templates are generally REALLY easy - you just substitute your photos or video clips for the generic ones they use in the template and render it out. BOOM, you're done.

Now the harder part is going to be making the many pictures form the final image you want. I honestly cant tell you how to do that. I know that there are software programs that you can get to make a final image from many smaller ones - no problem. But I can't think of the exact steps you'd need to take to integrate that into the whole video sequence.

Perhaps working backwards is the way to go? That video is from a company that creates mosaics, and appears to have a free tool to do so, so you could try it out. Slice up the mosaic, then you could fly out each tile into Z space (towards the camera in 3D space). There seems to be a mix of the tiles moving (up to the 28 sec mark) and camera movement (30-35 secs). Now pre-comp and reverse time playback.

I would check out http://videohive.net/

You can probably find many templates that will allow you to achieve this effect for a very reasonable price.

Also of note is that the photos don't actually become the mosaic. They distract you with a flash and change the pictures into pieces of the mosaic. So really it's three sequences, the pictures flowing back, not too hard in AE. THe flash, again not too hard in AE. And the mosaic. The mosaic was probably done as a whole image that was divided up and then broken apart and then the time line flipped so that it "comes together" instead of coming apart. There are AE plugins that do that kind of thing. I would cruse RedGiant TV and Video CoPilot. THey have lots of tutorials and probably have one that comes close.

Also note that the mosaic in the train picture is not actually distinct pictures. It looks like a texture. You could fake this with a mosaic texture overlayed on top of the picture with some level of transparency to let the background picture through.
