Is it possible to apply photoshop to video footage?

Well that depends on what you mean...

You can export video as a series of still images and edit those in Photoshop. Or you could buy After Effects which is basically Photoshop for video.

your question is a bit vague, but you can import psd into your timeline if that is what you mean.

I once had after effects but it seems very hard to use. I use premiere and im very used to it. But premmiere doesnt have too many cool and visual effects.

I would have to disagree with that; I would say that After Effects is more geared towards compositing, and Combustion is more like Photoshop for video.

But Shaw is right, you can Export a file called a Film Strip, and edit it in photoshop, then import it back into Premiere.
