bird shit on my lens

I had significant blotches of dust/water on my lens while i was shooting... It is really evident... I wonder if there is a plug-in/option/effect that can remedy this.

It can be done, but it's tricky and it won't look perfect. You have to mask out the areas (or create a grayscale map) then color correct each one by hand, or use wire removal or cloning tools.
