Best way to take a big clip and edit in AE?

Should I cut out all the small pieces that need editing in AE in Premiere, then edit them, or should I just take the big chunk video and cut it in After Effects and edit what I need? How do I do that?

I have lots of special effects shots in Premiere, should I just export them individually with the same project settings, then edit them individually in AE?

I'm new to this and trying to find the best way for them to work.

Usually best to break down the shots. Export your edited sections and label as different shots. Note that you might want to consider having handles (add a few extra frames on head and tail of the shot) so if you decide later to make a slight edit adjustment you won't have to redo everything.
All this helps organize the all the elements.
